    Pangelinan pushing for garnishment rollback Senator Ben Pangelinan is hoping the Department of Revenue & Taxation will reconsider its decision to garnish Economic Stimulus Tax rebates of eligible Guam taxpayers. In a letter to agency director Art Ilagan, the lawmaker contends the policy is unfair and unreasonable.     Bunny Sgambelluri selected as new superintendent After a lengthy executive session in which members deliberated feverishly about the future sustainability of local public education, the Guam Education Policy Board gathered and made a motion to select Bunny Sgambelluri as the newest superintendent of the Guam Public School System.     GPSS scrounging for cash to pay vendors The Guam Public School System is scrambling around to find ways to pay its contractors providing services to the schools. Advance Management has had to lay off 31 employees because GPSS failed to pay them for cleaning the four fully-outsourced schools as of last Friday.     GovGuam owes more than $6.3M for fire hydrants Earlier this week the Office of the Public Auditor released a report on the finances of the Guam Waterworks Authority. A portion of that report detailed how $6.3 million dollars is owed in fire hydrant receivables and how the Government of Guam is actually tasked with paying for those services.     Bill would greatly help AG's Office If Bill 292 passes legislative muster it could send some help to the Attorney General's Office. The Legislature would waive Guam Bar Association requirements for off-island attorneys to work at the Department of Law. Senator Frank Ishizaki (R), who authored the measure, said, "They have a serious problem with attracting attorneys working for them...it seems like a place where attorneys start off and they get stolen by the rest of the community.     Former sailor takes appeal to Guam's high court A former Navy sailor who was convicted on several counts of criminal sexual conduct, and aggravated assault has asked the Supreme Court of Guam to review his conviction and sentence, as justices heard the appeal of Doyle Lamont Perry this morning.     GPA may pull the plug...entirely Daily disconnections of village streetlights continued today. Joining residents in the dark in the villages of Dededo, Agana Heights and Umatac, residents in Tamuning, Yigo and Agat had their lights turned off due to non-payment of the public sector's past-due debt.     Ishizaki drafts "hybrid school board" bill It appears there's another attempt to give the governor more power over the Guam Public School System. A bill introduced has been introduced in the 29th Guam Legislature by a freshman policymaker that would create what its author calls a "hybrid school board". Explained Senator Frank Ishizaki, "I think you've heard a lot of complaints about the current structure of the board and some of the problems we're having in the School System, the proposition has been thrown around for awhile that maybe we need to revisit the current composition of the Policy Board.     Ishizaki proposes letting governor appoint 4 members of education board The chairman of the Legislative Committee on Reorganization apparently wants to reorganize the Guam Education Policy Board and give the power back to the governor to hire a superintendent of education.
