Ken Wetmore (KUAM): Good evening and welcome to @issue joining me in the studio this
evening are two Democrat candidates for the 28th Guam Legislature Mr. Adolpho Palacios
welcome. Mr. Luis Duenas its good to have you both here, we'll get right to the questions.
My first question I have for you is to describe your definition of what makes a good
senator. Mr. Palacios?
Adolpho Palacios: I believe it has to do with office integrity its how you set example
it's actually how you act, how you discharge the duties of a senator. You got to be
transparent you got to be real about it. I have not seen much of that.
Luis Duenas: A good senator is the one that has conviction and stay with his conviction.
Also sensitive to the needs of the people, to the poor to the rich everyone.
KW: The second question is do you believe in term limits for senators, and if so,
explain why, if you don't explain why you don't.
LD: I don't believe in limiting term of senators. The one that I prefer is rather
than two years make it four years. But as far as limited I think it's unconstitutional
to limit terms.
AP: I support how it is right now. Let the people decide, the people can set their
limit on the term of a senator. If a senator is good then the people of Guam have
the right to vote him to serve over and over again. If the senator is not doing enough
then the people have the opportunity to limit his term.
KW: The third question is: give the 27th Guam legislature a grade, as if they were
in school A-F, and explain why you give that grade.
AP: Well the maximum I can give is seven. Anywhere from 5-7. The reason is that there
are so many things that can be done right now without costing so much money by just
changing the way government is run, changing the way things are run. Little resources
will be required to do that. I do not believe that all the incumbent senators have
really put their mind into working as a senator, looking out for the good of the people.
KW: So 5-7 would equate to an F-C average in that area.
AP: "C" would be the maximum. I cannot convince myself that they could at least be
"B". I have not seen the good things that they promised. That I believe can still
be done. they have not done enough.
LD: I have the same feeling. I think that some senators have C or B maybe. But most
of the senators are between C and D.
KW: What do you base your grade on? What are they doing what aren't they doing?
LD: Well, they understand that the economy is a problem for the last eight years,
but they haven't done anything to correct, to introduce industries to Guam, like cannery
and also there should be make use of our national resources here, the ocean, you know.
KW: I have 5 yes or no questions for you now. The first question is do you support
legalizing casino gaming in Guam?
LD: Yes.
AP: I have not formed an opinion.
KW: Do you support raising taxes, if yes, be specific, which ones.
AP: Some taxes I favor, Property taxes, definitely we should look back and get money.
We should raise money on property tax. We should start using more and more of the
user fee concept.
LD: Property tax, I believe we should raise.
KW: Do you support raising the drinking age.
LD: No.
AP: Yes.
KW: Do you support a part-time legislature?
AP: Yes.
LD: No.
KW: And finally do you support the self-determination vote? If yes which of the three
options do you favor.
LD: Yes, free association.
AP: Yes, commonwealth.
