Guam - Water conservation is in full effect on Naval Base Guam. Conservation measures are being implemented because the level at the Fena Reservoir is 5' below the ten-year average. Naval Base Guam Executive Officer Commander Kevin Gillam says this is a precaution not an emergency.
He adds it's a procedure the Navy follows in the earliest stages of low reservoir levels. All car washing on base is prohibited as is flushing decks and driveways. Lawn watering is restricted to no more than one hour only between the hours of 7pm and 8am.
