Palacios introduces bill to reduce bad roads

Guam - Hoping to rid the island of potholes and cracked roadways, Senator Adolpho Palacios introduced legislation that would require contractors to restore the roads to their original condition after any construction. Bill 62 would require contractors pay a fee of up to $500 before getting a permit to begin any road projects.
The measure states that the funds will be held by the Department of Public Works and will only be returned to the construction company if the road project is sufficiently repaired.
