Guam - Just when you thought it was over, lawmakers were called into round four of special session. The governor submitted Bill 1-4-S, which would amend the bond bill that was passed by the legislature last week and signed by Governor Eddie Calvo on Monday. Bill 1-4-S would amend the real property tax provisions and the general bond authorization.

The governor's senior policy advisor, Arthur Clark, told the Legislature today that the amendments would provide the bond counsel with an unqualified opinion which without it, will not be able to sell the bond to the market. "The purpose of the amendment was to make sure that the property is taxed and it's actually shown as an assessed a tax and giving a credit against the value of that tax so that it ends up being revenue neutral," he said.

No action was taken and senators recessed until two Wednesday afternoon. We should note that senators gave the governor's team until 10 tomorrow morning to submit more clarification on Bill 1-4-S.
