OPA: GSA violated procurement laws

Guam - The Guam Office of Public Accountability made a decision in the procurement appeal case filed by Joeten to provide office space for the Department of Rev & Tax. OPA procurement appeals administrator Anne Camacho said, "The May 11 cancellation action taken by GSA chief procurement officer was determined to be in violation of the Guam Procurement Law, specifically Section 5225, which basically means that bids can not be cancelled after bids are opened."
Joeten was the sole bidder, however the awarding of their bid was cancelled due to insufficient funds on the part of the government. Camacho says DRT did budget for the office space in Barrigada. In the meantime, GSA was ordered to reevaluate Joeten's bid before September 30.
