Three charged with stealing & lying for housing allowance

Guam - An indictment has been handed down against three people who are accused of stealing from the federal government and lying to authorities. Michael and Clare Castro and Joseph Tedpahogo are named in the indictment. Michael Castro is accused of stealing more than $101,000 in money from the defense finance and accounting service between 2007 and last year. Clare Castro is accused of stealing an additional $39,000.
According to court documents, the couple falsely represented that they were making monthly rental payments to Tedpahogo for occupancy of his Merizo residence in order to receive an Overseas Housing Allowance claim. The indictment alleges the couple was staying rent free at Tedpahogo's residence.
