Tom Ada introduced procurement bill

Guam - Seeking to address the procurement process through a series of measures, Senator Tom Ada has introduced a second in a series of bills he will be introducing focusing on what he says is the nut and bolts of the process. "It provides for two new source selections options one is the option for a competitive seal proposal which allows the agency to be able to compare between the quality that's being offered and the price," he said.
According to the senator the existing law allows for two options the invitation for bid where the lowest priced is awarded the contract and the request for proposal which does not look at price 'til after a selection as been made. The new option is a request for competitive proposal which is a hybrid of the two. In addition once a new contract is awarded the measure allows for a bridge contract or short term contract to eliminate any disruption of service being provided.
