Protest filed over medical referral contract

The company that held the medical referral contract under the Calvo-Tenorio administration has filed a protest over the contract with the public auditor. Guam Medical Referral Services - owned by former Calvo Tenorio legal counsel attorney Tom Fisher - is appealing the awarding of the contract.
According to the Office of Public Accountability website, GMRS filed the appeal over the General Services Agency's awarding of the contract, which deals with medical referral services for Los Angeles, California, and Honolulu, Hawaii.
The protest says General Services Agency amended the referenced Request for Proposal at page 5 to change the evaluation criteria as contained within the original request. This was done for an improper reason, to favor one bidder over another, Fisher's appeal says.
