Respicio reportedly snubs Fisher's FOIA request

Attorney Tom Fisher is petitioning for a writ against an autonomous Guam agency. According to court documents, Fisher sent a Freedom of Information Act request to Port Authority of Guam general manager Rory Respicio, and he refused to comply.
The FOIA was sent on July 1 asking for memoranda, contract, purchase orders, payment applications and payments for legal services by the port from January 1 to the present day. Additionally, Fisher requested all procurement records for legal services for the port during the same time frame.
Fisher's petition if for a writ of mandamus asks the court order Respicio to disclose the documents or show cause in court to explain reasons for not responding.

Further, Fisher asked Respicio be fined in the amount of $1,000.
Respicio replied KUAM on the petition saying he gave more than 60 pages of documents in response to the FOIA request.
"Whatever documents that Attorney Fisher is claiming were not provided, either those documents do not exist or are still in active procurement with the Attorney General’s Office, and are not releasable while in active procurement," he said. "Attorney Fisher’s Office was sent the email within the four working days prescribed by law. I wish Attorney Fisher would have just called the Port Authority of Guam instead of going through this extreme measure involving the Courts."
