Sen. Jim Moylan is the second congressional candidate to file. He, democrat and former Speaker Judi Won Pat, with another democrat, Sen. Telena Nelson also waiting in the wings. Moylan says pocketbook issues will drive his campaign. 

"How can we help our people here in Guam with the cost of goods," he said. "From electricity to gas, to food is the most especially right. these are things we're already dealing with but we'll be looking at it as a federal issue."

Moylan says he's had discussions with incumbent delegate Michael San Nicolas, who's running for governor, on initiatives to pursue should he succeed him.

"Congressman has a couple of issues regarding SSI and also native CHamoru businesses so they can get more points," he said. "So there's a couple of things we can continue on to. we do have a platform that we'll be putting out later on but just know we're not dropping the ball on things that look successful to move us forward."

There's been plenty of national speculation about congress turning republican red this mid-term election, while the white house remains Democratic blue. Moylan says it doesn't matter, when it comes to getting it done it still requires establishing relationships.

"We've been there a couple of times on our own dollar and we're ready to go on day one," he said.
