Refrain from Illegal Dumping After Your Village is Completed;

Ineligible Debris is the Responsibility of the Resident

While The U.S. Army Corps of Engineers (USACE) debris mission continues to move forward, FEMA would like to remind residents that once each category of debris has been picked-up in a neighborhood or village, USACE will not be returning to that area for additional debris removal.

Areas that have been cleared continue to see debris being dumped by residents. Any new debris remaining after an area has been completed will be the resident’s responsibility to dispose of.

Refrain from Illegal Dumping After Your Village is Completed

The USACE residential debris mission is completed for Piti, Asan, Humåtak, Malesso’, Santa Rita-Sumay, and Sinajana. Residents of those villages are reminded to refrain from illegal dumping on the side of the road now that the opportunity to place eligible debris has passed. USACE will not be returning to villages that are already completed. 

Illegal dumping is a violation of Guam law. In accordance with 10 GCA §51115(b), illegal dumping is subject to fines of up to $1,000 per day, per violation, along with the clean-up cost associated with the violation.

To report illegal dumping and other suspected environmental violations, residents may contact the Guam Environmental Protection Agency via email at [email protected] or by phone at 671-300-4751/2. Ineligible Debris is the Responsibility of the Resident

Households will be responsible for safely disposing of ineligible debris. Certain forms of ineligible debris may be taken to one of the three Guam Solid Waste Authority (GSWA) residential transfer stations in Harmon, Hågat, and Malojloj. Transfer station operation hours are Thursday through Monday from 9 a.m. to 5 p.m. A nominal fee is required for disposal of household trash. CLICK HERE to view the fee schedule for use of the GSWA residential transfer stations.

Debris Operations have been completed in the following villages:

• Piti

• Asan (Asan-Maina)

• Umatac (Humåtak)

• Merizo (Malesso’)

• Santa Rita (Santa Rita-Sumay)

• Sinajana

Debris Operations are currently ongoing in the following villages:

• Agat (Hågat)

• Agana Heights

• Barrigada

• Chalan Pago-Ordot

• Dededo

• Inarajan (Inalåhan)

• Mongmong-Toto-Maite

• Mangilao

• Talofofo (Talo’fo’fo)

• Tamuning

• Yigo

• Yona

Debris Operations are projected to begin soon in the following:

• Agana (Hagåtna)

In order to stage their debris responsibly, Guam residents are reminded to sort and stage by type of debris before USACE teams arrive. Eligible storm related debris includes vegetative debris, large appliances, construction and demolition debris and metal (cans, tin). The debris must be placed within the right of way (ROW) within 10 ft of the curb prior to the start of pick-up.

Debris should not block the roadway, fire hydrants, powerlines, utilities or transformer boxes.  In addition, debris should not be blocked by parked cars, abandoned cars, or by other means.

To make the process quick and efficient there are separate trucks for each category of eligible debris (debris refinement, vegetative debris, appliances, construction and demolition debris and metal). These trucks may arrive at different times in the clean-up process.

Dispose Solid Waste at a Permitted Solid Waste Facility

Residents are urged to dispose of their solid waste properly at a permitted solid waste facility. Guam EPA provides a list of permitted solid waste facilities on Guam where residents may dispose or recycle their waste below.
