Two top public servants who have been embroiled in an alleged assault that occurred at the Civil Service Commission (CSC). We’ve previously reported on varying perspectives of the incident, but now we hear from the accused himself.

Chief Deputy Attorney General Joseph Guthrie called the accusations that he allegedly assaulted Guam Bar Association (GBA) President Jacqueline Terlaje a ‘fabrication.’

Guthrie told us, “This is a complete fabrication. Look, anybody who knows me knows me. I may feel anger sometimes but I don’t act on it.”

He asserts that there was no physical altercation between him and Terlaje during the incident earlier this week.

“I think they are panicking because I have uncovered a fact that they were trying to steal this election. Well they did, they won,” Guthrie said.

Guthrie also acknowledged that he wanted to ‘communicate his rage.’ He shared, “I mean I wasn’t communicating an intent to hit her or anybody else. I felt like hitting somebody and she asked ‘do you feel like hitting me?’ And I said ‘yes.’ But then I immediately followed it with a statement that I didn't mean to threaten her.”

Still, Guthrie does not believe the words he spoke constitute an assault. He claims he was not menacing, did not raise his arms, and did not approach her.

“There was just a statement of how I felt. There was no menace. I did not present a menace to anybody. The only thing apparently Mr. Koss heard, was the statement– which I acknowledged– ‘this makes me feel like hitting somebody,’” he shared.

Before interviewing Guthrie, we were asked to hear out Guam Federation of Teachers representative, Robert Koss, who was one of a handful of witnesses.

Koss confirmed Guthrie allegedly made threats of bodily harm, including “bashing in” the faces of the GBA Board of Governors and even threatened to punch Terlaje.

However, he says he did not personally witness Guthrie physically touching Terlaje. Koss also admitted there was a point in time he was not present because he had to calm his client down, taking him away from the duo.

When KUAM News asked Guthrie if he would apologize to Terlaje, he responded, “For what? For what? I think she’s in hot water right now. I think they are panicking. I mean I’m seeing this in the media everyday. You know they are threatening me!”

Guthrie accuses the GBA Board of Governors rather are the ones threatening him as he’s threatening their power.

Meantime, Guam Police continue to investigate the criminal complaint.
