There are now two applications before the Cannabis Control Board for a Cannabis Establishment License.

It's the next step the recreational cannabis industry needs to bud. 

A joint decision sparked another step forward for Guam's cannabis industry. 

Pacific Analytical Services recently applied for a Cannabis Establishment License to stand up a testing facility in Tamuning. Their application was brought before the Cannabis Control Board in a board meeting on Monday.

Department of Revenue and Taxation Compliance Supervisor Craig Camacho shared during the meeting, “The responsible official is Shintaro Okada. The entity is Blue Wave Inc., doing business as Pacific Analytical Services. As you can see in your application processing factor, the team did verify the location.”

The discussion comes more than a year after the only cannabis testing facility applicant was approved for a responsible official ID. 

Camacho informed the board, the applicant was able to obtain the ‘drug-free zone’ requirement by the Department of Land Management. 

Camacho continued, saying his team verified the establishment’s proposed location at the old Hafa Adai Exchange area in Tamuning.

However, the applicant still needs several clearances from other GovGuam agencies before his office can process the application. 

“The applicant at this point is pending agency clearances from Guam Water Works, Department of Public Health, Guam Fire Department and also the land management clearances in this packet as well,” Camacho said.

The board has tabled the application until they get those clearances. A decision that was passed unanimously.

Meantime, there are currently 14 applicants approved for  "responsible official" cannabis ID cards.They’re potential cannabis retailers waiting for a testing laboratory to open up before business can bud. 

Pacific Analytical Services now joins Greenland Farms as the only two applicants for a Cannabis Establishment License. 

But the board noted the cultivation facility’s application is still pending as they were unable to reach Greenland Farm’s responsible official.
