Senator Chris Dueñas, a proud native of Guam, graduated from John F. Kennedy High School in 1985. His love for the island extends beyond the land into its surrounding waters. As a licensed captain and a graduate of Houston Marine School, he holds certifications as a pilot for the Atlantis V Submarine, a 100-Ton Upgrade Master License, and a 50-Ton Near Coastal Master License.
Before reclaiming a seat in the 37th Guam Legislature, Dueñas served as the President of the Guam Housing Corporation where he addressed the housing needs of the community while maintaining a strong focus on providing safe and sustainable housing solutions. He showcased his policy expertise and strategic thinking as the Senior Advisor for Governor Eddie Calvo, following his initial term as a senator in the 32nd Guam Legislature. His extensive career in public service also includes roles as the Director of Land Management (2009-2010) and the Director of the Department of Youth Affairs (2003-2009), where he worked with Guam’s at-risk youth population.
During his term in the 37th Guam Legislature, Senator Dueñas introduced several significant bills. Notably, Bill 7-37 focused on upholding constitutional rights during emergency declarations, reinforcing the protection of individual freedoms in times of crisis. In a move to promote fiscal responsibility, Bill 31 was designed to ensure that pay raises are included and approved in the annual budget request, fostering transparent financial planning.
Senator Dueñas also prioritized enhancing the learning experience through Bill 32, securing $30,000,000 for the Guam Department of Education to fund crucial school infrastructure repairs and maintenance. This investment aimed to create safer and more conducive learning conditions for students.
Continuing his advocacy for landowner rights, Senator Dueñas introduced Bills 51 and 175. Bill 51 proposes allowing the use of Type 4 septic systems, while Bill 175 supports the construction of accessory dwelling units. These measures reflect his ongoing commitment to improving the quality of life for Guam's residents through practical and impactful legislation.
