Former Humåtak Mayor Cecilia “Chilang” Morrison passes
A faithful public servant to Guam, former Humåtak Mayor Cecilia “Chilang” Morrison, has passed.
The Mayors Council of Guam extended its heartfelt condolences and Johnny Quinata, current Humåtak Mayor, shared some words.
“She devoted her life to public service and our community will remain forever grateful for her leadership, her service to the people of Humåtak as a pillar in the community and an elected official, as well as her dedication to the people of Guam," said Quinata.
Mayor Jesse Alig, President of the Mayors’ Council of Guam remembers “Chilang as a fierce advocate for programs and services for women and families. Her dedication to public service spanned the entire island.”
Governor Lou Leon Guerrero and Lt. Governor Josh Tenorio also issued a statement.

“On behalf of the people of Guam, we extend our deepest condolences to the family, friends, and loved ones of the late Cecilia ‘Chilang’ Morrison. A true daughter of Humåtak and a steadfast leader, Chilang’s legacy of service spans decades, touching the lives of many across our island. As a former mayor of Humåtak from 1984 to 1988, Chilang served her southern community with a deep sense of commitment and pride. Her leadership extended across multiple gubernatorial administrations, where she consistently brought humility, dedication, and compassion to every role she held.”
Lt. Governor Tenorio’s statement:
“Cecilia’s work is evident today and continues to benefit our island. Through her tireless efforts, she established the first Federal Programs Office, setting the foundation for all the programs that combat domestic violence on Guam. Her foresight and determination have left an enduring impact, ensuring that families in need have access to vital support and services. Her legacy is marked by her genuine care for her people, a quality that earned her the respect and admiration of many. Her spirit of service lives on in the hearts of those who had the privilege of knowing her and in the community she devoted her life to uplifting. On behalf of our administration, we extend our deepest condolences to her children and their families as she now joins her late husband, Gene Morrison, sons Troy and Tony, and other close family members in eternal rest.”
