Three new laws: Eight year driver's license to reduce long lines at Rev & Tax

It's no secret that long lines at the Department of Revenue and Taxation can take up to half a day if you don’t line up early enough. 

Barrigada resident David Munoz has been waiting for more than an hour Monday morning.  

“I’m trying to renew my driver’s license and I'm just taking a break because I've been sitting there for a long time,” said Munoz. 

Thousands line up every three or five years to renew their driver’s license before they expire, causing congestion at the Barrigada facility. 

Now a new law aims to reduce the long wait with an eight year driver’s license. 

Acting Governor Josh Tenorio swiftly signed Senator Roy Quinata’s Bill 174 last Wednesday. 

“This means that if you decide to get a driver’s license beginning tomorrow, you will be able to ask for one that expires eight years from now. It’s a good effort that helps modernize our government but it helps give convenience to the people of Guam,” said Tenorio.  

Theresa Gonzalez and her grandaughter Janixa Sanchez just found out the good news. 

Sanchez just received her license and expressed her support for the new eight year license renewal period. 

“That’s really good. We don't have to line up every five years,” said Gonzalez. 

The law aligns with the maximum renewal period allowed under the Real ID Act.

The eight year renewal option costs $65. 

In comparison, renewing your license every five years costs $45 and $25 for three years. 

Meantime, two other bills were also signed into law recently. 

The acting Governor also enacted Speaker Therese Terlaje’s Bill 338 which creates a new instructional tasting license that allows for wine and beer tastings at breweries, wineries, wine boutiques, or wine shops. 

Plus Senator Sabina Perez’s Bill 124 that updates the practice of insurance on Guam by requiring individuals applying to be insurers to submit their applications using the National Association of Insurance Commissioners Uniform Certificate of Authority application.
