Women arrested in attempted theft at K-Mart

Hundreds of dollars in unpaid items nearly rolling out the door is stopped by a security guard at K-Mart.

Xiaoxia Cong, 45, is charged with attempted theft as a third-degree felony. 

Court documents state on Oct. 16, 2024, K-Mart security called Guam police after they detained Cong, who allegedly walked out of the store with a cart full of unpaid merchandise. 

Security told police that he monitored Cong walking through the store because he recognized her from previous attempts. 

Cong was stopped before she could leave the premises.
