Guam’s recovery efforts following Typhoon Mawar are receiving a significant boost. 

Delegate James Moylan’s office announced that the Disaster Relief Supplemental Appropriations Act of 2025, enacted on Dec. 21, 2024, allocated over $500 million in Community Development Block Grant-Disaster Recovery funds for the island.

“The funding from HUD will undoubtedly address the continued recovery from Typhoon Mawar while helping many families in Guam and stimulating our economy. With all the major natural disasters nationally since 2023, disaster relief funding has constantly been exhausted, resulting in Guam’s unmet needs being adversely impacted. Supplemental relief funding was inevitable, and I want to thank my colleagues for their support in ensuring specific HUD funding for Guam was included in the CR,” said Moylan. 

Of the total allocation, $435.5 million will address unmet needs, while $65.3 million is designated for mitigation efforts. 

Administered by the Guam Housing and Urban Renewal Authority, these funds aim to assist impacted families and strengthen the island’s resilience against future disasters.

We had many meetings with Federal officials to make the case for Guam, triggering a deeper look at our data and knowing how it determines funding. The official plan for fund distribution will be finalized later this month, ensuring eligible beneficiaries receive the support they need.
