Guam Power Authority addresses base rate concerns
Calls for transparency.
The Guam Power Authority addressing a letter sent by Senator William Parkinson regarding rate increases.
Parkinson's letter noted contradictory statements made by GPA about a planned rate decrease and a forthcoming rate increase.
Parkinson stating, “It is misleading to announce a potential decrease in the LEAC only to increase another portion of a customer's power bill. Families are already struggling to make ends meet, and this lack of transparency only adds to their burden.”
In GPA's response, the agency stated that although there would not be an increase of the LEAC, which is the largest portion of a customer's power bill, there will be an increase in the base rate portion of a customer's bill, which the agency says pays for "utility upgrades, maintenance, operations and debt service".
GPA officials say there is no rate increase only a rate decrease being sought in February for LEAC.
