Governor signs executive order creating new division to combat homelessness & poverty
Governor Lou Leon Guerrero has signed Executive Order 2025-01, officially establishing the Division of Homelessness Assistance and Poverty Prevention under the Guam Department of Public Health and Social Services.
This new division builds on the foundation of the Office of Homelessness Assistance and Poverty Prevention, further strengthening efforts to address Guam's challenges with homelessness and poverty.
The division will focus on: partnering with local and federal agencies, nonprofits, and private sector organizations to provide resources to those in need. It will tackle the root causes of poverty through employment, housing stabilization, and mental health services. The focus will also be advocating for vulnerable populations and securing sustainable funding for long-term solutions and managing food distribution programs, including TEFAP.
“Our mission is to break the cycle of homelessness and poverty, ensuring every resident has access to health, safety, and opportunity,” said Governor Lou Leon Guerrero.
Lt. Governor Josh Tenorio added, “This proactive approach aligns with Public Law 20-159 and prioritizes Guam’s underserved communities.”
