Governor fires CLTC commissioners over Ypao Point land disagreement
Governor Lou Leon Guerrero isn't letting anyone block her from fulfilling her hospital agenda.
She recently fired two Chamorro Land Trust Commissioners and even admits to thinking about appointing a Special Attorney General.
“I was trying to get a hold of him for over a week, left messages on his phone, and he did not return my call,” said Leon Guerrero.
Disagreements mounting between the Governor and the Chamorro Land Trust Commission.
“When the Governor calls you to discuss a serious issue, you make time for that,” Leon Guerrero added.
She recently fired two Chamorro Land Trust Commissioners, John Ibanez and David Herrera.
“I wanted members that are committed. With John Ibanez, I was trying to get a hold of him for over a week because I wanted to sit down with him to talk about issues at CLTC,” she said. “Dave Herrera actually, I thank him for his service, but I also wanted someone with bigger perspectives and fresher ideas and able to move.”
She said she needs commissioners who are going to work with her and her administration.
The dismissals are related to her hospital agenda.
Commissioners apparently not on the same page as the Governor in her push to return the old Guam Memorial Hospital Land to the Perez family.
“The Oka Point, the Ypao Point, has been in the CLTC for over 30 years. That is prime property. Nothing’s been done with that property. Nothing,” said Leon Guerrero.
In her pick for CLTC’s Administrative Director, she said, “The other one is Acting Director Roy Gamboa, I wanted to discuss with him what those issues were all about.”
The Governor recognizes that with only two commissioners left, the CLTC is unable to make a quorum.
“So I’m thinking maybe a month or two of no quorum, but we will certainly put people in there that are very energetic, innovative and ready to work,” she added.
She already has two new appointees she will be recommending to the legislature for approval.
The Governor is not letting anyone get in the way of blocking her path, not even the Attorney General.
“Mr. AG, the hospital is needed. The community needs this. I need you to be on board with this. We are not doing anything illegal with the ARP monies,” said Leon Guerrero.
She’s asking the AG to reconsider his statement refusing to sign infrastructure contracts for the hospital.
She adds appointing a Special Attorney General if the AG cannot perform isn’t off the table.
“I think it’s an irresponsible and blatant comment made and it's not really meeting his responsibility as the Attorney General and as my chief legal officer,” she said.
