Attorney General meets with Public Auditor to investigate GHS/OCD's $2.8m overtime payout
KUAM confirmed there is a criminal investigation underway regarding the Guam Homeland Security/Office of Civil Defense’s unauthorized overtime payments.
Guam’s Public Auditor Benjamin Cruz And Attorney General Doug Moylan met Tuesday to discuss whether corruption or fraud played a role in the payments.
The investigation will now focus on if any of the staff involved could face prosecution.
AG Doug Moylan spoke with KUAM ahead of this week's sharing what he thinks could happen next.
“This is, again, another problem of this administration, this Governor, and how her cabinet has been conducting itself,” said Moylan. “This is where people go to jail, Nick. And unfortunately, I don’t like saying this, but this is what the office of the AG is tasked with doing: doing the unpleasantries of prosecuting individuals because they failed to follow the law.”
Speaking with KUAM today, AG Moylan confirmed that his office has received reports from the Office of Public Accountability.
Moylan told KUAM there are “active, ongoing criminal investigations.”
He added, "I recommend that all government officials check their position descriptions to confirm if they are certifying officers. If they are, then if they release or authorize the expenditure of taxpayer monies, they better be sure it is clearly authorized under Guam law.”
The Public Auditor and the AG did not provide further details on the investigation.
