Adelup welcomes rescission of federal grant freeze memo
Governor Lou Leon Guerrero welcomes the news that the Trump administration has rescinded a memo describing a freeze on federal grants and loans.
Adelup stated this decision provides much-needed clarity and stability for Guam and other U.S. territories that rely on federal funding for critical programs and services.
Overnight, the White House rescinded a sweeping freeze on most federal loans and grants.
The funding freeze stemmed from a memo by the office of management and budget which directed federal agencies to “temporarily pause all activities related to obligation or disbursement of all federal financial assistance, and other relevant agency activities.”
It went on to say it included, “foreign aid, nongovernmental organizations, DEI, woke gender ideology, and the green new deal.”
A federal judge temporarily blocked implementation of the order.
White House Press Secretary Karoline Leavitt said the OMB memo was rescinded, but insisted the President's executive order reviewing the use of federal funds remains in full force.
