The Consolidated Commission on Utilities met once again this week to discuss the Guam Waterworks Authority’s role in the new medical complex in Mangilao.

While GWA is moving forward with preliminary planning and engineering, concerns over funding and legal challenges remain.

Resolution 17 FY 2025 seeks an additional $750,000 for preliminary engineering, water and wastewater planning, and required environmental surveys, bringing the total funding for the project to just under $3.6 million.

GWA general manager Miguel Bordallo assuring the commission that ARPA funds are secured for the project. Bordallo told KUAM News, “The use of the ARPA funding has been used for infrastructure projects before, so it’s not out of line with anything that we have not already done specifically for infrastructure funding.”

“So, we don’t anticipate any legal issues with this task order.”

Despite this, concerns were raised about the attorney general’s lawsuit against the governor and GHURA, which could impact ARPA allocations.

The commission confirmed that no legal barriers currently exist.

GWA’s infrastructure planning is aligned with the hospital Project’s 2025 completion goal, but delays in confirmation of its site and surrounding legal disputes are keeping commissioners on the lookout for trouble.
