Senator Will Parkinson introduces legislation on impaired driving accountability and assisted living expansion
Sen. Parkinson is pushing for new laws aimed at both justice and care.
First, he aims to reintroduce “Bentley's Law” to hold impaired drivers financially accountable.
Bentley's Law would require those convicted of vehicular homicide while impaired to provide financial support for their victim’s children until they turn 18 or 23 if enrolled in higher education.
Parkinson said the bill ensures accountability beyond prison sentences and helps protect families affected by drunk driving.
Meanwhile, his second bill aims to create a regulatory framework for assisted living facilities on Guam, making them accessible to medically indigent residents.
He said the proposal fills a critical gap in elder care, ensuring dignity in aging is available to all, not just those who can afford it.
Both bills are now under review, with Parkinson urging community engagement in upcoming public hearings.
