Guam residents may soon have access to Supplemental Security Income benefits under new legislation introduced by Moylan.
The bill, titled the “Katrina and Leslie Schaller Act,” seeks to fix a long-standing federal inequity that prevents qualified Guam residents, including those with disabilities and low-income seniors from receiving SSI benefits.
The measure is named after two sisters who faced unequal treatment under current law. One sister retained her benefits after moving to Ohio, while the other lost hers after relocating to Guam.
Moylan acknowledges the challenge of securing funding but says this is about fairness and correcting an injustice. The bill has been referred to the House Ways and Means Committee, where Moylan will begin working to gain support.
