Senator works with Guam Election Commission to strengthen the Guam Election Code
Senator Telo Taitague has introduced a series of bills aimed at supporting the Guam Election Commission in enhancing the island’s election process.
The proposed legislation focuses on improving efficiency, transparency, and consistency for Guam's voters and public servants.
The measures were developed following a courtesy visit between the GEC and the committee on elections, where concerns were discussed regarding the commission’s operations.
The four bills aim to end inefficient processes, protect voter privacy, establish consistent timelines, and modernize the election process.
Motor Voter Registration Inefficiencies
Bill No.52-38(COR) reduces voter registration inefficiencies and eliminates unnecessary financial burdens on the government by repealing the Motor Voter registration process, which has inadvertently led to these issues.
Voter Registration Index Exposure
Bill No.53-38(COR) safeguards voter privacy and ends the outdated practice of posting hardcopies of the voter registration index outside each polling site by repealing the statutory requirement.
Updating the Guam Election Code
Bill No.54-38(COR) modernizes and streamlines election procedures, improves voter access, and enhances accuracy in voter registrations and ballot processing by updating the Guam Election Code.
Establishing Quarterly Reporting for Campaign Finance
Bill No.55-38(COR) improves the campaign finance review process by establishing consistency and clarity with a quarterly reporting system.
“These reforms are necessary for the Guam Election Commission to streamline their procedures, adopt best practices, and effectively address emerging challenges,” Senator Taitague concluded. “I look forward to working with my colleagues and the public to pass these bills and strengthen the people’s trust in Guam’s democratic process.”
