Executive Director Stephanie Flores announced that Guam Democrats gathered on Saturday, Feb. 8, 2025, to elect new central executive committee members and officers.

The new chair is Mayor of Inalåhan Anthony “Tony” Chargualaf Jr. and will lead a re-invigorated grassroots mobilization force beginning at the village level to move the party forward in the crucial years to come. 

The vice chairwoman, Rikki Orsini, is the policy director for the Office of the Governor. Her knowledge and experience in public policy will guide the party in crafting informed policies and messages that resonate with voters. 

Local entrepreneur and former Senator Dwayne San Nicolas brings his effective business acumen to the role of treasurer. 

Completing the team is the new secretary, Carissa Pangelinan, the director of the Guam Behavioral Health & Wellness Center, whose social program advocacy will play a vital role in the party’s outreach and community initiatives. 

Tony Babauta, the former chairman, and Taling Taitano, who served several terms as a national committeewoman, will leverage their experience with the Democratic National Committee to ensure that Guam’s issues are considered at the national level. 

“Congratulations to the new CEC members and the incoming officers, the youth representatives, and our national committee man and woman. With our new leadership team, the Democratic Party will continue to fight for social & economic equality and  improve the quality of life for our people,” said Governor Lou Leon Guerrero.

“This new leadership team brings a fresh, diverse, and passionate approach to our party’s mission. I am confident that we will harness our collective strengths and work tirelessly to listen to our constituents’ needs, build trust, and ultimately win the confidence of the voters in the upcoming elections,” said Lt. Governor Josh Tenorio stated. 

“I am honored to have been elected as the new chair of the Democratic Party of Guam, and I want to thank everyone for their trust and support. I am excited about what we can achieve together! Together, we can build a Democratic Party that stands up for the rights of all Guamanians. Together, we will continue to unite and improve the lives of our people. Going into the 2026 cycle, I am committed to renewing our connection with members and the community. Our team is focused on re-engaging our grassroots efforts and revitalizing local leadership. We are excited to embark on this journey with everyone who wants to see a better future for our island,” said Orsini.
