Ukudu Power Plant delivers first energy to Guam Power Authority grid

Guam Ukudu Power successfully fired the first of three Ukudu combustion turbine (CT) units on Feb. 12, 2025, marking a significant milestone in the project’s development.
Ukudu CT Unit 1 is the first turbine among three units which has undergone initial testing, including emergency stop, protection relay, and overspeed trip tests at full speed.
GPA received the first energy production from UKUDU CT Unit 1 synchronized into GPA’s power grid with a load of about 5 megawatts. GUP plans to gradually increase Ukudu CT Unit 1 load into the island’s power grid up to 45 MW over the next two days as part of its initial capacity testing requirements.
Ukudu units 2 & 3 will undergo similar testing at the end of February and through the end of March.
For a few days in March, one of the key activities during commissioning involves the steam blowing of the Heat Recovery Steam Generator, which utilizes pressurized steam to clean pipelines and boiler components of the generator.
Residents and visitors in the areas surrounding the Ukudu Power Plant may hear a high pitch noise during this testing phase. GUP has informed neighboring communities that this process will only occur during the daytime and for short durations.
GUP anticipates the full completion and operational status of the power plant by September 2025.
