Guam Ethics Commission announces leadership transitions

The Guam Ethics commission is undergoing a leadership transition as Executive Director Jesse Quenga prepares to step down on Feb. 23.
Quenga, who served as the commission's first executive director, played a pivotal role in strengthening ethical standards in government operations.
Under his leadership, he established the commission's framework, implemented key public laws, and ensured that all 12,000 government employees completed mandatory ethics training.
During his tenure, the commission adjudicated and closed 76 complaints, referring eight cases for prosecution. Quenga also represented Guam on the global stage through the council of governmental ethics laws and the ethics blue book.
The commission has appointed Reuben Bugarin as acting Executive Director while an ad hoc committee searches for a permanent replacement.
“Our work remains steadfast,” said Commission Chairwoman Daphne Leon Guerrero, “to promote and safeguard ethical practices within the Government of Guam. Upholding the standards set by Mr. Quenga will be our continued focus as we usher in this transition in leadership.”
