Governor updates drug-free policy balancing safety & fairness

An executive order updating the Government of Guam's Comprehensive Drug-Free Workplace Policy has been signed by Governor Lou Leon Guerrero, aligning it with recent changes in local law while maintaining strict workplace standards.
The updated policy continues to expressly prohibit the use of intoxicating or hallucinogenic substances, including cannabis, at any Government of Guam worksite. It also reinforces the ban on all controlled substances and authorizes and requires drug testing to ensure compliance. Officials stress that while laws regarding certain substances may have changed, the government remains committed to a safe, drug-free work environment.
Senator Will Parkinson, who has advocated for fair hiring practices, praised the update, stating, “Cannabis is legal, and what responsible adults do on their own time is nobody’s business. I passed this law to make sure that outdated policies weren’t keeping people from getting jobs. The fewer barriers we place to employment, the better—it’s that simple. I appreciate the governor’s action to ensure that hardworking people aren’t being unfairly penalized for something that’s already legal.”
Governor Leon Guerrero emphasized that the update provides clarity for employees, streamlining procedures while upholding the highest professional standards. The revised policy is now in effect, and employees are encouraged to review it.
