Guam Attorney General Doug Moylan now making a push for 100% inspections at the Port Authority of Guam through proposed legislation. 

He's calling it the Crime Victim and People of Guam’s Protection Reform Act of 2025.

The measure, which he sent to oversight chair, includes ten key provisions that he says would amplify his office's ability to effectively root out criminals to protect the community. 

These include a speedy trial right reform making Guam’s the same as the federal system extending the time from 45 and 60 days to 70 days; excluding weekends and holidays from the 48 hours magistrate requirement  to alleviate the burden upon law enforcement to finalize police reports for prosecutors; stipulated deportation pleas and mandatory reporting of crimes by all government employees.
