Bills introduced to prioritize disaster funding and government land for a new public safety communications center

Senator Shawn Gumataotao has introduced two bills to strengthen disaster response funding and develop a new Public Safety Communications Center in Barrigada Heights.
The first bill establishes a Disaster Response-Emergency Operations Fund, setting aside at least $1 million annually from the Guam Rainy Day Fund.
This would help cover disaster recovery costs and serve as a local match for federal assistance.
The second bill transfers CHamoru Land Trust property to the Guam Police Department to create a new Public Safety Communications Center, in collaboration with the Guam Fire Department.
Supporters said the facility would modernize emergency response capabilities and strengthen coordination among local and federal agencies.
