The Guam Power Authority is moving forward with a $35.4 million infrastructure project to strengthen Mangilao’s energy grid and support the medical complex. The agency entered into an intergovernmental subgrant agreement with the Guam Economic Development Authority. 

The project, funded by American Rescue Plan funds, will install an indoor substation, transmission underground lines and underground dedicated feeder and backup tie-in. 

As reported,  the Consolidated Commission on Utilities had concerns giving the green light as Guam attorney general Doug Moylan says using ARP monies for the project is unlawful. But a statement from Adelup says "agencies involved are represented by independent attorneys who disagree with AG Moylan's politically motivated claims of illegality."

Governor Lou Leon Guerrero said, in part, "Mangilao is Guam’s fastest-growing village, and this project is a critical investment in its future."

Lieutenant Governor Josh Tenorio added, "This investment is not just about powering a hospital—it’s about strengthening our entire community."

GPA is on a time crunch to spend the funds by December 31, 2026, or they'll have to pay out of pocket.
