GMH leadership mum on audit of hospital's hiring and pay practices

Leadership at the Guam Memorial Hospital remain tight-lipped on a controversial audit released by the Office of Public Accountability. GMH administrator Lillian Posadas only told KUAM News that hospital leadership is reviewing the lengthy report and will issue a formal response after further discussions with executive staff.
As KUAM reported, the public auditor released a critical audit on GMH's hiring and pay practices. Health oversight chair Senator Sabrina Salas Matanane called for immediate reforms after the OPA found that GMH lacked clear policies for contracting physicians.
The audit, covering fiscal years 2020 through 2023, revealed Guam's only public hospital paid 168 doctors a total of $105.9 million - but with missing employment agreements, unapproved contracts, and gaps in documentation.
Senator Salas Matanane says these findings raise serious concerns about transparency and financial management, adding that taxpayers deserve better oversight of public funds.
Public auditor B.J. Cruz urged the hospital to comply with existing regulations until formal policies are in place.
