Governor, Attorney General clash over hiring practices at Office of the Attorney General

Governor Lou Leon Guerrero took a swing at Attorney General Doug Moylan.
“Get on board here AG and let’s figure this out and try to resolve some of the concerns and challenges that we have and stop using the court of public opinion to get your agenda going,” said Leon Guerrero.
The Maga’haga called for the AG to appoint a special assistant attorney general and a special prosecutor to investigate and potentially prosecute any civil and criminal violations uncovered at the AG’s office.
“I think we owe it to the people of Guam to also take to task the AG to make sure that he is also ethical,” added Leon Guerrero.
Leon Guerrero alleged more than 70 illegal unclassified hirings, to include the alleged illegal hiring of the AG’s Brother Scott Mand alleged illegal slotting and payment of his fiancée Sheenalyn Hawkins.
“It’s pretty concerning, very concerning,” said Leon Guerrero.
The Governor also highlighted in our interview that the AG has made serious allegations of corruption about her administration, some of which have since been dismissed in local court.
In response, AG Moylan shared concern that the governor is trying to remove him from the job voters elected him to do. AG Moylan stated in part, “The Governor is the last person who should be investigating the Ag’s office staff.”
The Governor’s call comes two weeks after Senator Will Parkinson introduced the ‘No More Pare Pare Act’ that proposes to eliminate nepotism in GovGuam.
“The family connections on Guam is what makes us strong,” said Moylan.
Moylan told KUAM last month that he disqualified himself from being involved in the hiring process of those he has any familial ties with.
“When you say that the AG hired these people – you better get your facts damn straight because I have publicly let those letters go out that say that I had nothing to do with hiring and if they can prove otherwise – good luck. Otherwise you just defamed somebody who has a right,” added Moylan.
Even two weeks before the Governor called for the investigation in his office, he told KUAM, “I’m not apologetic about it. I am looking for untouchables and renegades in my office to make a difference and improve our quality of life on this island. And if placing this governor or having her quit or running for governor myself in order to have a good quality of life is required.”
Meantime, the Governor has given the AG until March 12 to respond to her request.
“I think it’s just political hype and you cannot be a responsible AG because you are thinking now, dealing with the government and the administration and the trust of the people of Guam,” said Leon Guerrero.
AG Moylan said he is reviewing her request and expects to take action by her deadline.

“I am concerned by the Governor's attempt to remove me from being the People's democratically-elected public prosecutor to stop corruption in her Administration. The OPA continues to issue reports alluding to corrupt practices requiring this AG's investigation.
This Governor of Guam is engaging in the same Liberal Democrat lawfare that the Biden - Harris Administration did to President Trump attempting to stop run for President. Our Nation rejected the weaponization of our Justice System. It did not go well for them. The harm that they did to the integrity of the Dept. of Justice, FBI and Judiciary will be felt for decades to come. This Governor intends to drag us through this same process at Guam taxpayer expense. Unlike the Biden - Harris Administration's weaponization of the Criminal Justice System by using the US Attorney General, this Governor is not the public prosecutor and no longer appoints the AG since 2003.
It is readily apparent that Attorney Moots failed to do his homework for his client Gov. Both the facts and law that are in that letter are simply wrong. They ignore legislation passed as far back as 2011, which empowered General L. Rapadas, General E. Barrett-Anderson and General L. Camacho and their HR departments to have taken personnel actions similar to if not the same as what the Governor complains about. Moreover, if she construes the law to indict staff within the AG's Office, then she'd best have a criminal indictment ready for herself since her Dept. of Administration approved all these unclassified hirings for the past 14 years.
The Governor is the least qualified person to investigate and prosecute the Attorney General and staff since she has a clear conflict of interest. Not only are the Governor and her Administration officials under criminal and civil investigation by the elected Public Auditor and Attorney General, but she reviewed and approved through her cabinet officials at Dept. of Administration all the personnel actions for the persons she complains about. She has a direct, financial and personal (liberty) interest in replacing me as AG to stop these ongoing investigations and prosecutions. The Governor is the last person who should be investigating the AG's Office staff.
Who is the proper person that the Guam Legislature decides should investigate, what should be investigated, what is the scope of that person's authority, should that person alone be able to prosecute, who is the prosecutor answerable to, what is the taxpayer's limitation on the special prosecutor's payments, etc. are normally all set by statute.
I continue to review the Governor's request and expect to take action by the deadline the Governor requests."
