Senator Shelly Calvo is calling for better living conditions and rehabilitation programs at the Department of Youth Affairs’ correctional facility.

Senator Calvo, along with Senators Shawn Gumataotao and Vincent Borja, toured the youth correctional facility, stressing problems with outdated infrastructure, staff shortages, and the need for stronger rehabilitation services.

DYA officials said the facility faces ongoing challenges, including the recruitment and retention of law enforcement officers.

Calvo emphasized the need for investment in mental health services, education programs, and staff training, pushing for a shift toward rehabilitation over punishment.

She is currently working on a legislative measure to update DYA’s enabling statute, ensuring that the system focuses on second chances and restorative justice.
