Office of Public Accountability issues decision on TakeCare appeal over GovGuam health insurance

The Office of Public Accountability has issued a decision on TakeCare Insurance company’s appeal over the Government of Guam's health insurance contract.
The OPA ruled that the contract awarded to SelectCare for third-party management of the GovGuam health plan is in the best interest of the government. By doing so, the Department of Administration is authorized to ratify the contract.
However, the OPA also found that the Department of Administration used criteria not cited in the request for proposals when selecting a provider.
The DOA disagrees with that assessment, saying the health insurance negotiating team provided a full cost breakdown to the Governor, who has the final decision under Guam law.
With the contract now affirmed, the DOA said continuity of healthcare coverage for GovGuam employees and retirees is assured.
