Guam Delegate advocates for Guam infrastructure needs in FY26 NDAA submission

Guam Delegate James Moylan has responded to Governor Lou Leon Guerrero’s request for legislative text in the upcoming National Defense Authorization Act.
In a statement, Moylan expressed support for increased federal funding for Guam’s infrastructure while making adjustments to the proposed language to ensure it does not slow down the pace of missile defense development.
The revised language directs the Secretary of Defense to report on the impact of the Enhanced Integrated Air and Missile Defense System on public infrastructure, explore alternatives, and assess the feasibility of creating a Guam Economic Adjustment Committee.
Moylan emphasized that this proposal aligns with the safety needs of Guam’s residents and reinforces the One Guam approach.
Additionally, Moylan is urging the Governor to include him in the Civil-Military Coordination Council, arguing that the council cannot fully address federal funding needs without representation from Guam’s seat in Congress.
By strengthening collaboration between the Governor’s Office, the Delegate’s Office, and the military, the Delegate says Guam can maximize federal support and ensure that infrastructure development keeps pace with the island’s growing defense posture.
