(Fadian, Guam) – The Guam Power Authority (GPA) is currently reviewing the multiple load-shedding events that occurred during the peak hours on Sunday, March 09, 2025. These events were caused by operating issues with generators, highlighting the ongoing pressures on Guam’s power system as GPA works toward long-term improvements.

Last night, our valued customers experienced power outages due to compounded challenges around 6:34 pm with all customers restored by 8:54 pm, with rotating outages limited to no more than an hour.

GPA acknowledges the inconvenience caused and appreciates the community’s patience as plant personnel worked to meet demand during peak hours. The Guam Power Authority (GPA) is committed to keeping the public informed with the following updates to its generation and power system. Power Plant Status

- Baseload unit Piti#8 is currently operating at a limited capacity of 22 MW due to high liner temperature issues. The unit will be taken offline to address the liner issue once Cabras #2 unit returns to service.

- Baseload unit Cabras#2 repairs on the boiler tube are underway. The unit was taken down last week, with plant personnel anticipating its return to service sometime this week.

-  Piti 7 CT is still undergoing repairs to address start-up issues which occurred yesterday. Plant personnel are still assessing the cause of the startup issues. Partial Implementation of Rotating Outage Schedule Initiated

Last night, some of our valued customers experienced power outages due to the partial implementation of the 1-hour rotating outage schedule that commenced at around 6:34 pm due to limited generation capacity. A total of 5 feeders were affected, with the shortest outage lasting approximately 23 minutes and the longest outage lasting approximately 56 minutes. At around 8:54 pm, all feeders were restored and load shedding ended.

To increase capacity and assist with generation shortfall, GPA is working with its Battery Operators to shift up to 16 MWh of Battery Energy Storage System (BESS). GPA is also requesting assistance from our U.S. Navy partners to help with additional capacity during peak hours. Guam Ukudu Power (GUP) is scheduled to test Ukudu CT unit #3 this afternoon through the evening hours which should support peak.

GPA continues to encourage its customers to implement conservation measures such as turning off water heaters and limiting full usage of air conditioning at their homes and offices. Enacting conservation plans reduces the demand for energy and can mitigate the need for outages.

GPA assures the community that the partial implementation of the rotating outage schedule is a last resort, and every effort is being made to restore service promptly. GPA thanks the community for its continued patience. GPA is providing a current potential 1-hour rotating outage schedule if needed.
