Bill aims to fight food insecurity through SNAP expansion

A new bill could potentially place hot meals under the Supplemental Nutrition Assistance Program, or SNAP.
Introduced by Senator Shelly Calvo, Bill 78-38 seeks to implement the federally approved restaurant meals program, allowing elderly, disabled, and homeless SNAP recipients to use their benefits to purchase prepared meals at participating restaurants.
According to Sen. Calvo, the program would not only address food insecurity but also boost local businesses. The Department of Public Health and Social Services would oversee the program and select restaurants in underserved areas.
“The Restaurant Meals Program will allow us to tackle food insecurity while strengthening local markets,” said Sen. Calvo. “By connecting those in need with community dining options, the Restaurant Meals Program not only provides hot, nutritious meals but also supports local businesses and creates opportunities for economic growth.”
The bill seeks to implement the RMP no later than Jan. 1, 2026.
To participate a restaurant must get approval from USDA and enter into a contract with the DPHSS to provide prepared food at concession prices for SNAP customers.
