With rising incidents of school violence and juvenile delinquency on Guam, Representative Austin G. Fortuno and Representative Nathan Paz have introduced Youth Congress Bill No. 7-35, titled "The Juvenile Accountability and Parental Responsibility Act of 2025." 

This youth-proposed legislation aims to curb disruptive behaviors, including rioting, disorderly conduct, and school-related violence, through stricter penalties and intervention measures for juvenile offenders.

"This bill is about reinforcing accountability while ensuring that young offenders understand the consequences of their actions," said Rep. Fortuno. "We must create a system that not only deters crime but also fosters accountability and parental responsibility."

The proposed legislation imposes monetary fines, restitution, and mandatory community service for convicted juvenile offenders. Additionally, it holds parents and legal guardians accountable by requiring their participation in the rehabilitation process, including supervision of court-ordered community service.
