Guam Department of Education appoints new Deputy Superintendent of Assessment and Accountability

The Guam Department of Education has announced the appointment of Dr. Leah Beth Naholowaa as the Deputy Superintendent of Assessment and Accountability.

Dr. Naholowaa will oversee the development, implementation, and evaluation of assessment policies and programs. She will be responsible for ensuring that students are assessed in alignment with state and federal standards, analyzing assessment data to inform instructional practices, and enhancing educational accountability measures. 

The DSAA collaborates with educators, administrators, and stakeholders to promote data-driven decision-making, improve student outcomes, and ensure compliance with educational regulations.

She is an accomplished educator and leader with extensive experience in program management, curriculum development, and community outreach. She was previously the Director of STARBASE Guam, a Department of Defense STEM education program, where she was instrumental in establishing the program and coordinating with local schools and community leaders. 

Previously, she directed the College Pathways Program at GDOE, helped secure significant grant funding, and developed numerous educational initiatives.

Dr. Naholowaa has been recognized for her contributions in the community. She received the Guam Commendation Medal by the Adjutant General of Guam in 2023 and was recognized as one of the “Filipina Women’s Network Global 100 Most Influential Women” USA Award for the Builders & Emerging Leaders Category in 2011 to name a few.

The new DSAA is committed not only to the education system, but also to civic responsibilities. She is currently the President of the FBI Guam Alumni Citizens Academy, Founder and Chairwoman of the Pink Ball Association, Board of Trustees Member of the Filipino Community of Guam, and Country Manager of the Asia Pacific Career Development Association, among other roles.
