Lawmakers are taking steps to streamline the procurement appeals process on Guam, following discussions in a public hearing.

Bill 18-38, introduced by Senator Sabina Perez and co-sponsored by Senators Telo Taitague, Therese Terlaje, and Chris Barnett, aims to remove the Office of Public Accountability from costly and time-consuming litigation when its procurement decisions are challenged.

Public Auditor Benjamin Cruz testified that OPA spends an average of  $16,000 per year defending its decisions, diverting resources from its primary oversight role.

Proponents said the bill would bring procurement appeals in line with other administrative agencies, speeding up the process and reducing legal burdens.

The measure now moves forward for legislative review, with written testimony accepted for the next five business days.
