A man is arrested after being accused of exposing his genitals and masturbating in a Barrigada neighborhood in front of a woman and her children.

Jerome James Padua, 41, is charged four times with indecent exposure.

Court documents state the children were forced to walk back home from their bus stop after spotting the man committing the lewd act from his home balcony Friday morning.

The victim allegedly told police Padua continued to masturbate in front of them and stared at them as they passed the area.

She contacted police after dropping the children off to school.

The victim allegedly told officers Padua had done the same thing in January.

Padua is being held on a $2,000 cash bail.
