Guam takes a major step toward broadband expansion as the Office of Infrastructure Policy and Development announces the start of a 60-day public notice period for final broadband classifications.

The public notice period follows the completion of the challenge process under the Broadband Equity, Access, and Deployment, or BEAD program. This final classification identifies unserved and underserved locations, as well as community anchor institutions eligible for funding.

“With the successful completion of the challenge process, we now have a clear and decisive path to expanding broadband access across Guam. This is a victory for our people—ensuring every student has the connectivity needed to succeed in school, every veteran can access essential telehealth services, and every family can stay connected in an increasingly digital world. We remain steadfast in our commitment to bridging the digital divide and building a stronger, more connected Guam for all,” said Governor Lou Leon Guerrero.

Lieutenant Governor Josh Tenorio added, “Broadband access isn’t a luxury—it’s a necessity. Whether it’s for telehealth, education, or economic growth, high-speed internet opens doors for our people. This 60-day notice is a key step before we start rolling out the projects that will make a difference in homes across Guam.”

The final classifications of locations and CAIs can be accessed at the OIPD broadband program BEAD challenge website at https://register.challenge.guam.gov/register/bead/map.

The 60-day public notice period allows for final transparency before funding allocations begin.
