Governor Lou Leon Guerrero filed a complaint for declaratory judgment in the Superior Court of Guam today. 

She's asking the court to allow her to appoint a special assistant attorney general and special prosecutor to investigate and prosecute AG Doug Moylan for alleged corrupt hiring practices. 

The investigation is on the illegal hiring of more than 70 unclassified employees including his brother and promotion of his fiance.

Moylan has 60 days to respond to the complaint.

Attorney General Doug Moylan wrote back, stating, "We are too busy building a winning team of prosecutors, paralegals and support staff protecting our client (the People) against criminals to deal with this distraction. This Governor who is under civil and criminal investigation is the last person who should be paying lawyers at taxpayer expense to file lawsuits against this Peoples’ law firm."
