Investigation underway into allegations of workplace violence at the Port

An apparent violent exchange between Port Marina Manager Frankie Rosalin and Port General Manager Rory Respicio.
KUAM obtained details of the encounter unfolding on March 12 when Respicio called Rosalin to his office.
The discussion began with talks about Rosalin's relative being considered for a position at the Port, a selection process that Respicio explained he was not involved in.
The meeting then intensified with Respicio calling out Rosalin for stirring up issues between him and Rosalin's significant other.
At one point, Rosalin allegedly told Respicio he was put at the Port to tell the GM who to keep close and who not to.
Respicio disagreed.
The conversation then got violent when Rosalin became triggered and got angry, while making a fist and stepping toward Respicio.
Rosalin held back.
It's then that Rosalin allegedly repeatedly punched Respicio's office door, damaging it and leaving holes.
Other Port Management and Port Police were notified of the situation.
Respicio reported it to Port Police out of fear for his safety and the safety of others around him.
Though no arrests were made and it remains unclear if Rosalin was served with any disciplinary action.
That same evening, both Respicio and Rosalin were seen at the Governor's State of the Island address.
The pair sat on opposite sides of the aisle inside the Guam Congress building.
KUAM reached out to Respicio for comment and he said, “I've recused myself from this matter and I'm not involved in the decision-making process.”
Pacifico Martir, Port Authority of Guam Deputy General Manager of Administration and Finance released a statement saying this is a personnel matter, adding, "I can confirm that the appropriate administrative processes are being followed and that the matter is also under review by the relevant authorities.The Port Authority of Guam remains committed to ensuring a safe and professional workplace for all employees and will continue to address matters in accordance with established policies and procedures."
The agency has yet to respond to KUAM’s request regarding Rosalin's employment status.
You may recall, Rosalin was a former Department of Corrections Officer who admitted to official misconduct for his part in the 2017 prison contraband scandal.
