Guam's Historic Preservation Office struggles with permits and policies

On average, permit applications took twice as long as policy allows, with some projects lingering for months.
The audit also uncovered instances where officials imposed unauthorized requirements on applicants.
The report recommends updating laws, improving records, and tightening oversight to ensure projects move forward efficiently while preserving Guam's history.
